DGMC Technical Working Group (TWG)

The DGMC TWG, which is composed of member national line agencies, NGO, and academic and/or research institutions, shall be the technical arm of the Council and render services through four committees, namely: 

Their functions are as follows:

Capability-building Committee (CBC)

  • The Capability-building Committee shall take on the primary role of building and/or enhancing the capability of its member LGUs and partners to manage their coastal area;
  • The CBC’s interventions may come in the form of training, seminar-workshops; information, education and communications campaigns (IEC); and/or planning activities on CRM, establishment of marine protected areas or mangrove areas, among others.
  • The CBC shall function in accordance with the thrusts and priorities of the DGMC and in coordination and collaboration with other DGMC committees and/or external institutions or agencies, as needed.

Research and Development Committee (RDC)

  • The Research and Development Committee (RDC) shall ensure the adequacy and/or availability of information to assist in the decision-making of the DGMC and establish a clear picture of the Davao Gulf, program or project implementation of member-LGUs and partners, and monitoring and evaluation (M&E);
  • The RDC shall establish the database of the Davao Gulf utilizing or tapping various information systems like the Municipal Coastal Database (MCD) of the DENR, Philippine Fishery Information System (PhilFIS) of the BFAR, among others; 
  • It shall cause the conduct of researches to strengthen the information base of the DGMC;
  • It shall come up with a regular publication of the DGMC that takes into account the documentation of events or activities.

Resource Mobilization Committee (RMC)

  • The Resource Mobilization Committee (RMC) shall ensure the availability and adequacy of various forms of resources i.e. financial, human, technical, logistical, to facilitate implementation of the Davao Gulf Management Framework and related plans;
  • The RMC shall embark on networking, linkage- and/or partnership-building activities to ensure availability and adequacy of needed resources;
  • To achieve its objective, it shall come up with or cause the development of project proposals and coordinate with R & D that it will submit to potential donors or partners, either simply in written form, mailed or hand-carried, or through other means such as conduct of a donors’ or partners’ forum, representation in similar fora or meetings, among others.

Policy and/or Legislative Support Committee (PLSC)

  • The Policy and/or Legislative Support Committee (PLSC) shall ensure that member-LGUs and/or partners are fully or adequately informed and guided on policy concerns so that they are able to effectively carry out their mandated roles and functions;
  • To achieve this objective, the PLSC shall link with and/or tap relevant agencies or institutions and jointly or independently embark on policy advocacy; information, education and communications (IEC) campaigns; or similar activities.
