Piso Para Sa Gulpo

The Davao Gulf Management Council, a coordinating body organized to harmonize coastal resource management programs, projects and policies of Davao Gulf was established in November 1999. The council is composed of five coastal cities: Tagum, Panabo, Davao, Digos and Samal, and 18 coastal municipalities: Gov. Generoso, San Isidro, Lupon, Banaybanay of Davao Oriental; Pantukan, Mabini, Maco of Compostela Valley; Carmen of Davao del Norte; Sta. Cruz, Hagonoy, Padada, Sulop, Malalag, Sta. Maria, Malita, Jose Abad Santos, Don Marcelino and Sarangani of Davao del Sur.
Regular members of the council are the respective Local Chief Executives of the component cities and municipalities. Each of the LGUs is regularly contributing financially to the council for its operations. The amount however varies depending on the income class a Local Government Unit.
DGMC has its technical working composed of different national government agencies. The TWG in collaboration with various experts and stakeholders of the Davao Gulf Area had come up with a Framework Plan 2005- 2014. The framework plan had been adopted by the council as the official operational implementation guidelines of the DGMC in providing guidance to LGUs in the sustainable implementation of various coastal resource management programs, projects and activities.
Three years after the adoption of the Framework Plan, as assessed and analyzed by the Technical Working Group, it was found out that several programs had not been implemented. This was mainly due to the lack of the necessary funds for the activities drawn in each of the program. Because of this, the TWG in collaboration with the USAID – Philippine Environmental Governance 2 Project had come up with an idea of having a fund raising activity for the DGMC. Hence, Piso Para Sa Gulpo had been conceptualized.
Patterned to ABS – CBN’s Bantay Bata, Piso Para sa Gulpo will distribute tin cans as coin banks, however expanding its coverage to include not only commercial establishment but national and local government agencies and other stakeholders and agencies in the gulf.
To facilitate how funds derived from the undertaking be managed and to promote transparency in the collection and disbursements of funds.
Legal Basis for the Project
Piso Para Sa Gulpo, is the official fund raising project of the Davao Gulf Management Council. Initially launched in September 2007 during the Davao Gulf Week, the project was formally adopted by the Davao Gulf Management Council through resolution No. 30 Series of 2008, on January 9, 2008 during the Davao Gulf Mayor’s Conference.
The Davao Gulf Framework Plan also draws, as a matter of policy that DGMC can initiate fund raising mechanisms to augment funds other the usual contribution of the component LGUs.
Official layout and markings of the Tin Can had been adopted by the Council in the same resolution and had gained the unanimous vote among council members.
