Member organizations and partner agencies of the Davao Gulf Management Council (DGMC) shall apply the following mechanisms to effectively implement the Framework Plan: 

Broad People’s Participation.  Multi-sectoral and multi-stakeholder participation has been a major engine in the successful implementation of the plans, programs and projects of the DGMC.  The role of local government units, national government agencies, non-government organizations, business, and academic or research institutions, is thus deemed critical and indispensable.  To complete the equation, people’s organizations (PO) that are closely connected with local communities will be mobilized for community-based coastal resource management. 

Capability-building: Human Resource Development (HRD) and Organizational Strengthening.  This mechanism will ensure that stakeholders are continuously capacitated to carry out their relevant tasks and functions.  This shall be done through (1) trainings and seminars, (2) advance education programs, and (3) technical assistance in the generation of financial resources and/or acquisition of CRM-related assets, installation of organizational systems, development and/or consolidation of operating procedures at the LGU and council levels, strengthening of networks, formation of alliances, among others. 

Information, Education and Communications (IEC) Campaign.  The need for a more aggressive and creative IEC campaign about the Gulf requires a special management system that involves the active participation of local communities and concerned individuals.  The DGMC, through its advocacy arm, will take the lead in organizing such campaigns not only to promote awareness but to bring behavioral shifts toward Gulf- friendly attitudes and actions.  Such campaigns shall be done regularly and updated periodically using popular multi-media.

Resource-generation. Without the needed resources, the Framework Plan cannot be materialized.  Internal and external resources (e.g. people and networks, funds, logistics, information, technology) shall therefore be generated and mobilized to achieve set goals and objectives.  Resource-generation, which shall be a shared task between the Council and its member and partner organizations, will be done through the development and marketing of project proposals and/or concept papers, conduct of feasibility studies,  conduct of stakeholders’ and/or partners’ forum, among others. 

Mechanisms for internal resource-generation are as follows:

  • The DGMC shall operate through the monthly financial contributions of the coastal LGUs as stipulated in their MOA or to be determined by the General Assembly every three years starting 2004. 
  • Unlike member coastal LGUs where amount of financial contributions on a monthly basis is clear, the contributions of the other member organizations come mostly in the form of technical, human, and logistical, which has their financial equivalent when monetized.
  • Provincial Governors may provide political, administrative, technical, human, logistical and/or financial support to the DGMC.
  • The Resource Mobilization Committee shall augment or strengthen the financial resource base of the DGMC through active project proposal, feasibility study preparation and/or other fund generation activities.

Database Management.  The designing, establishment, updating and strengthening of the information base is needed to systematize and standardize the monitoring and evaluation of inputs, outputs, outcomes and impacts of CRM activities within the Gulf.

Research and Development.  Using a programmatic approach, research and development will ensure a continuous flow of new information.  This may be done through scientific studies (e.g. Participatory Coastal Resource Assessment (PCRA) and Watershed Health Reporting), technology development and transfer, and build up of common laboratory and service facilities.   For this, the academic sector that comprises state and private colleges and universities in the region can take the lead.

Monitoring and Evaluation (M&E).  Monitoring and evaluation shall be an inherent component and task in the implementation of the Framework Plan.  For communities and local governments to actively take part in it, simple indicators and doable tools will be introduced and adopted.  With the DGMC Technical Working Group (TWG), the academe may be tapped to develop and implement the monitoring and evaluation system.
